The Housing Health and Safety Rating System: Enforcement and Management Issues A one-day course at Upkeep that follows on from the Introduction to HHSRS training day. Local Authorities enforce standards in properties using Part 1 of the Housing Act 2004. This section has introduced new powers that allow Authorities to intervene and maintain property standards where the health and safety risk to the occupants is adjudged to be significanty high. Many landlords are now receiving letter and notices from Local Authorities asking for works to be undertaken in their stock. Does your organisation understand how to respond to this action? In order to speed up and simplyfy the appeals process the work of the County Court has been transfered to Residental Property Tribunals. A number of cases have now been heard by this organisation and the decisions are impacting on the work that we undertake. It is sometimes difficult to know the best time to act on the results of HHSRS survey data. By incorpoating HHSRS assessments now works can be undertaken to stock as part of current cyclical works and save time and money later. Aims: By the end of this course, participants will have a basic understanding of how the new Rating System will be enforced, and the options available to enforcement bodies. Participants will also gain an insight into how to manage their relationships with enforcement bodies. This course will also review how housing organisations can incorporate the Housing Health and Safety Rating System into their day-to-day operations.
